Was searching for a fix for this problem and ran across the thread. Thought I’d give a specific example, bump the thread, maybe someone has found a solution.
Some applications/programs depend on it’s install prefix to execute correctly. Thus if you’d like to install the application for use on all clients, the –prefix path should be the same on the server as on the clients.
The current bug can usually be worked around by setting the –prefix client’s will see and using the DESTDIR variable when doing a make install. Another way is to compile/install on a client directly to the afp share. However, this is not an option with some applications. One such example is matlab.

I’ve posted to the mac-osx-server lists with the same details provided above. If I don’t get a lead from them, I have a direct line to an apple server engineer. I just don’t like to bother him until I’ve done due diligence.

ParticipantI’m having a similar issue here, hanging at “Locating relocatable files” in the log and “Configuring Installer” from the installer -mpkg update.mpkg -target / -verbose
I do not see “cannot install on volume / because it is disabled” error though.
*Edit* I manually ran the MacOSXSvrBaseUpd10.4.9PPC.pkg with installer and, like the above poster, get the following output:
installer: Cannot install on volume / because its disabled.
installer: You are attempting an unsupported installation. Please download and install the correct package.But as you can see, this *is* the correct package:
$ softwareupdate -l
Software Update Tool
Copyright 2002-2005 AppleSoftware Update found the following new or updated software:
* MacOSXServerUpd10.4.9PPC-10.4.9

Yes this would work with out any problems with the following considerations, some of whch you already pointed out.
1) Loss of service if power, conectivity, it’s is lost.
2) Depending on server traffic and internet connection you should use POP and not IMAP for mail.
3) FTP – again depending on web and mail traffic and bandwdth FTP users may affect traffic if you dont control upload/download ftp speeds.If you take the following into consideration you can do what you want to do on a Xserve. Also, make sure you are running at least 2GB of RAM. If it’s a G5 Xserve I would add at least 4GB.
