I know Leopard server handles WGM control differently then Tiger. It was presented at WWDC last year. I have yet to test this functionality.
I just remember i had students use a work around to get access to denied programs.

We have MailScanner running as part of a appliance solution. We use the DMX defender and it plugs into out FirstClass Server and gathers users from it. The nice thing about the DMX is users can set their own white lists and black lists for their accounts.
