Hi,

You’ll need to be managing the user, group, computer or computer group to do this.

If you’re wanting to do this from the Loginwindow – in WGM open the ‘Login’ Preference Pane in the Window option you can remove the Restart and Shutdown button.
From the Finder Preference Pane if you choose the Commands Tab you can remove the ability to eject volumes/media and remove restart/shutdown from the menu.

Have you tired sharing from the ~/Public folder to see if it works? Also try adding the folder to the /Users/Shared folder.
