Where to push MCX settings – best practices

In general, the settings I want to push apply to all computers and all users. Can I just make a computer group that includes all computers and put all of the MCX settings in there? Or should I set settings that are normally user-specific (such as AppleHIDMouse, Safari, internetconfigpriv) on a group that contains all users, and settings that are normally computer-specific (loginwindow, Energy Saver) on the computer group?

Does it make a difference?
