Vacation filter only works for some users

I had installed all parts for the avelsieve vacation as per instructions and all seemed to be working ok. I have since needed to rebuild my server and do a reinstall and now the filters are only working for some of my users. I have tried removing all reciepts and reinstalling but with no luck.

Any help would be very much appreciated.
