Trying to interpret Admin Manual

I’m attempting for the first time to set up managed computers and managed users in hopes of being able to use portable home directories. I’m trying to understand the phrase:

“enforce preference management at the computer level”

This is in the section of managing mobil clients: setting up mobil clients.

Does that mean ALL preferences? i.e. go to the preference panel and go to each group of preferences and pick “always”?
