timezone won’t stick

Have anyone seen the timezone for lion won’t save the changes. the image was built with instadmg. everything is fine until i noticed i could not change the timezone. it will change back to eastern time no matter what i do. locking won’t help either.

This may not be an answer to your question, but I haven’t had a problem setting timezone with my firstboot script, found here:
