setting quota volume after account creation

I setup users accounts with quotas only to realize later on that the enable quotas for this volume was not checked. I checked it but then users could not write to their home folders. I have since unchecked it and its back to normal but without quotas. Before unchecking I took a user account and made the quota 2gb I checked the account folder size which was 500mb at the time. but I still could not write to it. any ideas??
