Setting Default Book marks and setting casche to 0KB

I have two concepts for next year that I am kicking around.  I was wondering what would be the steps required to set the internet cache for all users to 0Kb.  I would like to save all that space lost to cache files.  And the second thing is I would like to set all bookmarks the same for all users.  At least at the beginning of the year. My thoughts with the the cache is to create the preference file in Safari for 0KB and then set replace that pref file for all users after adjusting the privileges, and probably the same for the bookmarks.  I was just hoping for a better way then scripting the change for all users.  We will be using 10.4 on the servers and clients.
