Remote Database Access Speed

Hi all

I have a customer running a filemaker database from one site, which is also accessed from two other sites. Site number two has no issues connoecting at a perfectly useable speed, but site number three suffers from unbearable slowness for even the simplest of tasks. The site has one user with her own ADSL line and anyone using that one can connect just fine.

All the other sites and connections are also using DSL, and the other two sites are sharing their connections with all the users on their networks.
Any ideas as to what is happening here? Or what I can try to speed things up? I should mention that site number three’s main network is a little odd since everything has a static IP. And site number one has already upgraded their upload speed on their connection.
