Problem restoring image with correct document to application binding

I’ve started re-doing some old templates and noticed that my new images seem to lose the proper document to application binding when restored.

If I launch a document I will get a dialog asking me to confirm the default application.

This never used to happen.

The only changes I can think of this time around is that I am using 10.3.9 instead of 10.3.7. This happens both with NetRestore and Disk Utility.

Any ideas would be appreciated.
