PrintServiceMonitor Load Error

Hello,

I have been unable to load printservicemonitor on one of my XServes.
I’ve been prompted with the following error in terminal after trying
to load it.

PrintServiceMonitor: Initialization error (-9948)
_Assert: ASXPrintServerLib.cpp, 452

I’ve looked all over the web for a couple weeks no and can’t find
anything regarding these errors. I also believe this is what is
causing me to be unable to start print services from Server Admin. So
far I have done the usual repairs (Repaired permissions and even tried
removing all print queues from Printer Setup). Any help would be
greatly appreciated.

Server Specs
2 x 1.33 GHz XServe
10.3.5 with all current security patches
2 Gig Ram
