Prevent users changing ARD settings

Almost every user (of the staff) at our university is admin on their computers, this is sometimes a problem when it comes to the settings in the Sharing prefpane.
Is there any way to prevent certain users to change the settings for ARD, File Sharing and SSH?

The only way I have come up with is to make a script that runs at an interval that checks if the settings are altered and if they are, change them back to what it should be. But isn’t there a better way to do this?
