Prevent Trash From Emptying Immediately?

I have an XServe & XServe RAID on 10.3.9.

Currently when an end user deletes something off the server, it immediately disappears. It does not go into a trash can of any sort that they can see.

Is there a way to have things they delete from the server go to a visible trash can in case they make a mistake?

This is a graphic design department and occasionally they through something they didn’t mean to. They claim our OS 9 server put stuff in their trash can and it didn’t delete until they emptied their trash.

I can’t remember if this was the case or not.
