Preference Pane access rights?

In my current system deployment, users are not admin users (this is a good thing).
Unfortunately, since they aren’t local admins, they can’t change their own time (this is a bad thing)

I’m looking for a way to “unlock” the data & time Pref Pane so that standard users can get in and change their clocks themselves. Right now any time we have a power outage I end up having to reset 10-15 clocks because the internal batteries are bad.

So does anyone have an idea on where access rights are stored to Preference Panes that normally only an admin can modify? I’m hoping it isn’t an all-or-none situation (I don’t want them messing with network or startup disks, etc). Any help would be much appreciated. Thanks!
