Nice job on the instructions. Initial difficulty turned out to be caused by a space between the quotes in the VPN_ARGS=” ” statement. After I found that it worked fine for a week.
Unfortunately, iy’s stopped working and I don’t recall any changes except security updates.
Here is what I am now seeing.
Connection log.

Then it times out.
