OS X Server 10.6.2 acting as PDC for Windows Clients — Can’t change password

Does anyone have a solution to the current problem that I’m having. Just setup a new Mac Mini with OS X Server 10.6.2 for a small office that has all Windows XP Pro SP3 machines.

Everything is setup and working great except now I want the users to change their password when they login. I set the flag in Workgroup manager but when the clients login they get the following message when trying to change their password.

System cannot change your password now because the domain is not available
