Managing security preferences via OD?

I have a group of machines that I’d like the following management (if possible):

-User unable to edit anything in Security System Preferences (got this one)
-Machine always goes to screensaver after 10mins of inactivity
-Machine requires a valid username and password to wake from screensaver

Basically the machines are used in offices where student employees log somewhat sensitive data. Eventhough we’ve trained them (at length), they keep forgetting to logout of the machine when they are finished.

Is this possible via OpenDirectory?

Server is 10.4.2 Unlimited and all clients are 10.4.2.
