Local login oddity

I have recently set up three XServe G5 machines running OS X Server 10.3. We have a mixed platform network, so for authentication/authorization, I used LDAP for user information and flat files for group and automount information.

As it is, any user on our network can log in to the new machines via ssh, but only the local administrative accounts can log in locally. What step am I missing here that would allow console logins of network accounts?
