One my 10.5.6 Server the loginwindow shows username/password an I want it to show “List of Users”. I noticed that “Display login window as” options at the System Preferences are disabled. Interpreting it as a sign of a managed client, I started the Workgroup Manager and searched my Open Directory (/Local/Default and LDAP://127.0.0.1) for it.
But there is nothing!
I switched off my local OpenLDAP Server for testing reasons. So I got only one single source: /Local/Default. I played around with other loginwindow features like AdminHostInfo or PowerOffDisabled. They all worked well. But SHOWFULLNAME does not. I tried dscl . -mcxread /Computers/localhost which reflects the changes as expected. I deleted all Computer and Computer Groups entries. Now I have a naked “Standalone” Server with no computer entry in the local domain and the box is not bound to any other directory. But the loginwindow does only show the username/password dialog. So my questions to you are:

Does anybody of you have a “List of Users” at the loginwindow of a 10.5.6 Server?

Does anybody have an advice how to bring up the “List of Users” at the loginwindow of a 10.5.6 Server?

Is there a reason why I should not be able to switch between the “List of Users” and the name/password view for loginwindow on a Mac OS X Server?

I think in OS X server that option is grayed out but it is probably controlled by a plist file somewhere. I am sure if you narrow it down you can edit the plist file in OS X Server to do what you want it to do.
