I need to modify IE so that all users have the same homepage.

I am in a four building school with 1100 computers running mostly Mac 0s X.3.x and I want to set the default Home page for all users. Workgroup server will do it for Safari and with 10.2 you could simply replace a pref file in IE to set the homepage and proxy. But 10.3 the pref file trick will not work. Any Ideas?
