DHCP with manual IP address problem

I have a few machines that need static IPs so I am trying to use that setting in the network preferences. However, some of the machines will not bind to the LDAP server which means the user cannot even log in unless I change the network config to just DHCP. Other machines with static IPs and DHCP can bind to the LDAP server just fine. The only difference I can find between the macines that work and the ones that don't is 10.3.4. It appears that 10.3.4 broke something. Does anyone have any ideas before I call Apple? TIA.
