Apache AllowOverride directive in 10.3 server per User

Hello,
I do not wish to activate the function “AllowOverride All” (for use the .htaccess file) for all the server, but only for certain user.
In 10.2.8 I had the problem solved by adding a “Include /private/etc/httpd/users/*.conf” in httpd.conf, from now 10.3 this does not run any more, after many tests, I activated for all the server the AllowOverride function. How to make It only to certain user?
