I’ve had this problem on two separate Xserve G4s running 10.3.2.
Sometimes, not always (and actually fairly rarely given the number of files we receive daily), after a customer uploads a bunch of image files to us via dsl or cable modem, one of the files is “locked.” It can not be deleted or copied or moved. fstat shows the applefileserver as using the file. The only way (that I know of) to release it is to kill the afs process (sort of an undesirable action).
I reported this behavior as a bug with Apple. It was elevated to engineering and they confirmed it and said it would be fixed in next (future?) release.
