admin’s have managed preferences

I have a lab with the AD-OD setup. It works but has this strange issue. I have checked allow administrators to disable management in Tiger Server 10.4.11 We have Leopard clients 10.5.7 I cannot get them to disable management for administrators. When I hold down the option key and login, it does nothing. Any ideas on where to trouble shoot this ?
