WorkGroup Manager and Mail Preferences

I have about 50 users on an XServe (10.3.4 Server) that I need to configure there email using WorkGroup Manager Preferences. Under preferences in WGM I select the Internet and then mail, I type in all requested information but no matter what I do I can not force these preferences to the client. The Web preferences work but the Mail will not. All machines are bound properly to the server as all other preferences are set properly and group/home directories mount. I just want Mail.app to pick up these preferences so I do not have to configure all email accounts for each user and they move from machine to machine. Thoughts? Suggestions?
