Managed settings weirdness on first login. Afterwards, all is well.

I just built a new 10.4.11 image for a bunch of iMacs to replace our old eMacs. However, I have noticed a particular bit of weirdness. Whenever the machines are initially started, any user that logs in is greeted with an empty dock (only finder icon and safari). If they log out and log back in, all is well again, and their proper managed dock comes up. Can anyone point me to the right direction for diagnosing and/or fixing this issue? Thanks! -NATech
