Local Admin account vs OD

I built a new server from scratch using 10.4.5. As I have always done in the past, I chose to make it a standalone server at first and then promoted it to OD Master. Obviously, I had to create a new diradmin account for the OD and I did. However, the OD does not recognize the local admin account (named xsadmin in this case) in any fashion at all. In the past, I never had this issue. Has the handling of local admin accounts been altered in some fashion in 10.4.5 so that they are no longer allowed to appear in the OD?
