wiki and web calendar groups and users not being written

I have been working on several different issues trying to get wiki and web calendars working properly. Presently I have drilled down to what I think is the last issue (solving a 210 error from the calendar server when trying to add data to the web calendar) I am working with the default location /Library/CalendarServer/Documents However, I notice that no groups or users are getting written to the directories "groups" or "users". The permissions are: sh-3.2# ls -l total 0 drwxr-x--- 4 _calendar _calendar 136 Feb 8 17:57 calendars drwxr-x--- 4 _calendar _calendar 136 Feb 8 09:33 principals also I notice there are no files in: /Library/CalendarServer/Documents/principals/__uids__ This seems a fundemental problem and I am wondering if anyone knows what might be the cause, or better yet, a solution. It seems that the server admin and workgroup manager gui is just not terribly reliable.
