Why do pkg’s install on / instead of $CURRENT_IMAGE_MOUNT

Hi all, i've found that pkg's from the 'CustomPKG' folder, are targeted to / instead of $CURRENT_IMAGE_MOUNT. anyone seen this behavior before?
