USB local printer not sharing

We're running OS X Server 10.2.6 with a Samsung Laser printer attached locally via USB. It prints locally just fine, but the Print Service in Server Settings will NOT let me create a server queue out of it or give it an LPR name. Windows services are all set up and the Print Services are running. Any help???
