There was a problem communicating with "127.0.0.1"

There was a problem communicating with "127.0.0.1" That is the error I get when attempting to Copy or install a package. I can observe or control with no problem, and the status shows correctly. The account that is used to connect to the client is the root/admin account with full perms. The files and packages that I am attempting to install/copy the admin account has full rights to, and all users have been given full rights too. Resolution? Any suggestions? Thanks.
