syslogd problem

I've written an '/etc/daily.local' script to rotate some local logs and within it I use 'launchctl' to stop and restart 'syslogd'. This script works fine when I execute it manually. However, when it is run automatically, 'syslogd' will not stop and start properly. I cannot see any error messages but each morning I have to restart 'syslogd' manually. The deamon is running but it is not writing anything to the new log files. That tells me that it is never really stopping and starting. Does anyone have any ideas as to what/how I might check to determine why 'syslogd' will not restart when that script is run automatically? TIA.
