Software Update Server: 10.4.11 means no 10.4.10 for me???

We have started the Software Update Service. Currently, while 10.4.11 client is listed 10.4.10 is no longer available. Is this normal for Software Update server?? When an update comes out the previous iteration is automatically yanked by Apple?? If so is there a way to stop this?
