script only PKGs inside the chroot jail

do these have to be re-written if they use executables like PlistBuddy and ARD kickstart found on the 'host' or compiling system? my activate SSH and ARD pkg is no longer working - i may switch to incorporating this in to our customising script anyway, but i just wanted to check.
