Package creation issue under Leopard

Greetings, I've recently upgraded to Leopard. Under Tiger I was able to create packages with out issue. Whenever I try and create a package or work with my previous package builds I get the following error, "Could not create temporary BOM". It asks me to fix the error before continuing. I don't know what that it, and a Goggle search did not reveal any thing useful. Anyone have any ideas. I don't want to downgrade to Tiger. Thank You.
