OS-X Web server Static ip changed. Now Web server not work

Hello, I have a new Xserver that had a web site running perfectly until the static ip's changed. The nics on the Xserver respond to the new ip's, but the website won't respond from the outside world. Is this an Apache issue? and/or does something else need to be changed beside the Nic's ip's? Were trying to access directly with new server ip (no dns). Thanks any help would be greatly appreciated.
