OD Control of User Accounts

I am trying to find a way through OD to disable the "speech" center of the client machines. We have many students which abuse this and I would like to shut this feature down. I cannot have all these machines speaking everything the students type in. OSX 10.4.10 Server with 10.4.9 and 10.3.9 clients Any thoughts would be greatly appreciated. Thank you
