No "network" tag available

I wroked through Joel Rennich's article [url=https://www.afp548.com/Articles/Jaguar/networkhome.html]Setting up Network Home Folders on Mac OS X Server 10.2[/url], but for whatever reason, I don't have a NetInfo domain with the word "network" in it. This is after following steps 1-3 in said article. Why don't I, and what can I do differently to remedy this?
