Netboot, networked home folders…!?

I think I'm not understanding this whole concept. I have an Xserve running 10.3.9. I create users, and set their home folders in Workgroup Manager... but how do I make this their *real* home folder when they log in from a machine on the network? Do I really have to set up the whole Netboot thing? Thanks
