Migrating to 10.3… Install over or Fresh install

So, I've given up on my RAID thoughts for my startup drive, and after seeing some of the complaints about trying to recover from an Apple mirrored RAID with one drive failure, I'm fine with that. I can run my backup with cron to the other drive, and all will be well. SO then, in migrating from 10.2 Server to 10.3 Server, what is the recommended path? Start from scratch? Fresh install of Panther server, and create new users? There are only a few users on the system, so that is possible. or installing 10.3 over the top? What's best? Thoughts?
