Managing/Customixing Active Directory Users

Hi, With Mac OSX Clients you are able to use workgroup manager to customize the dock , etc. Are you able to somehow manage the windows clients in the same manner ? Just customize there start menu and access limits. (along The Lines Of That). I cant seem to find much on this topic so if some one could help. It would be greatly appreciated :) Thanks in advanced, L.F
