Managed Preferences for Groups

While at MacWorld this past January, I saw someone drag a single folder or file (can't remember) into the Details area of Workgroup Manager. This put all the preferences for the system in WGM and allowed for managing these preferences on a very granular level. I lost the paper that I wrote this on. Does anyone know where this folder is? If not, what is the best way to manage a lot of the preferences without having to manually add each program. Thank you in advance.
