Mail list problem onPanther server

We are currently unable to create mail lists on our new server. Initally the 'MailMan' list is required. Once that has been set up and the attempt to save is made the list dissapears from the server admin panel. Checking the log there is an error about not being able to open a 'qrunner.pid' file. Also the log asks if 'qrunner' is running. It is not. Where/what is 'qrunner' and how do I get it to start? TIA.
