Limiting Home Sync To High-Bandwidth Connections

I have heard a rumor that you can limit Mobile Home Syncing only to high-bandwidth connections (ie, only sync when you have a connection of 10Mbps or higher). I've been looking around for this, but haven't found a way to do it in Workgroup Manager, or anyone talking about it. Is this just a rumor?
