Keep getting incorrect password of AFS login

Im running panther server on a g4, i have AFP turned on in the server admin. I then have connected to the server with work group manager and created users. When i try to connect to the AFP server via 10.3 client on my powerbook (or on any mac os/ mac computer set up i've tried) i keep getting incorrect password. I've been fighting with this for about 2 mo. now and have never gotten it to work. All i want to do is create one user to be able to connect and upload a few files to this 10.3 server via AFP via their g3 running panther client. What am i missing here? thanks!
