IPsec from OS 10.2 to Windows without the Nortel Client

I've tied several times with Virtual PC and am throwing in the towel. How do I get a VPN connectionon my Mac running OS 10.2, that would have otherwise required a WinTel Machine running the Nortel Connectivity client. Cliff
