Do I need a “reverse proxy” to do the following?

Hello, Facebook is killing productivity so I just want users to be aware that I am aware of what is going on. Don't want to go so far as to shut off access to FB completely, just want a splash page to appear for n seconds which then redirects to facebook.com I've played with the clients hosts file and that does the complete block. But if I add a redirect within the splash it seems to be pulling from the local www dir as opposed to going to FB.com/login.php or whereever. A punt in the right direction would be appreciated. d
