Command Line equivalent for “Turn off Parental Controls for ‘[Name]'”

I've seen several articles on cloning MCX settings from one user to another, etc., but can't seem to find any mention of a method to turn off Parental Controls via the command line. Disabling PC via the GUI, and exporting produces an empty file, which then can not be imported due to a read error ("Unable to read 'export.plist' as dictionary"). Any input would be appreciated!
