Cannot create local windows user profile – roaming profile is set by default

I have an OS 10.4.10 Server acting as a Windows PDC. Existing Windows XP users can bind, login and authenticate to the domain. These users all have a LOCAL User Profile. When I setup a NEW WinXP user, I can bind them to the Domain, log them in and authenticate to the domain, but I CAN'T change their USER PROFILE type from "Roaming Profile" to "Local Profile". Local profile is greyed out. Any ideas why this is now happening and how I can fix it? Since I don't have the storage needed to store Roaming Profiles I need all users to have a Local Profile.
